抄録 In September 1921, the Seattle Progressive Citizens’ League was formed with the help of the North American Japanese Association. Led by Haru Osawa, the Secretary, the League started various activities to increase the political awareness of the second-generation Japanese Americans. Haru’s eagerness and leadership ability aroused the hope of people for the future of the League. George Yamaoka, the Secretary of the University Student Club, was also eager for the empowerment of the status of the Japanese Americans in those years. In November 1923, however, Haru Osawa departed this life too young. George Yamaoka also left Seattle to go on to the graduate school in Washington D.C. After the death of Haru Osawa, the League continued to try to improve the conditions of the Japanese Americans in Seattle. It made efforts to increase the membership. It tried to increase the voter turnout of the Japanese Americans. And it sent delegates to the conference of the American Loyalty League, its counter part in California. The vigor of the years when Haru Osawa had been leading the League, however, was gradually lost. In 1928, James Sakamoto began to publish the Japanese American Courier and the League was reorganized under the leadership of Clarence Takeya Arai.

抄録 At the mid−1920s, the Japanese exclusion movement by the labor unions, which had been stilled since the late 1910s, resurged in the Pacific Northwest. Disappointedly, many Japanese in the Pacific Northwest lost their respect for the cause of the labor movement of the United States in the late 1920s and 1930s. A few people, however, continued to seek the organization of the Japanese workers and their solidarity with the white labor unions. Gentaro Oe, a Japanese worker of the Pacific Northwest lumbering industry was one of them. There are not many historical documents that mentioned Oe and I can clarify his life and accomplishment very little. He was, however, one of the diligent contributors of the Taihoku Nippo (Great Northern Daily News), one of the vernacular newspapers in Seattle in those days. He gave his comments on the problems concerning the situation of Japanese workers in the lumbering industry of the Pacific Northwest in many articles published in this newspaper. I introduce some of them in this note. From them, it is clear that he was proud of being a sawmill worker in the Pacific Northwest and hoped that the fellow Japanese workers also would respect themselves. For that purpose, he wished the organization of the Japanese workers of the lumbering industry.

抄録 The ninnteen−twenties of the United States is known as the "Prosperity Decade" or the "New Era". The people enjoyed the prosperity and the bigininng of the era of the high mass consumption. For the Japanese immigrants in the Pacific Northwest, on the other hand, the ninteteen−twenties was the decade on the cross. Anti−Japanese movement by racists, especially the Anti−Japanese Land Act of Washington State, anoyed them very much. However, they also were affected by the economic and social changes of the United States in those days. Though many Japanese businessmen in Seattle lamented that they were living through hard times, the economic situation of the Japanese people in the Pacific Northwest, in general, improved in the 1920’s. The possession and use of automobiles became common among the Japanese families as well as among Caucaisians according to the articles on the Taihoku Nippo, the Great Northern Daily News, published in Seattle in thoseday, though it seems that the expenses for the automobiles placed burdens on the household economies of many Japanese families.

抄録 After the Seattle General Strike of 1919, the relationship between labor organizations and Japanese immigrants in Washington State became friendly. There were, however, many problems remained. When the big railroad shop strike occurred in the United States in 1922, one ofthe Japanese companies in Seattle sent strikebreakers to the railroad shops of Auburn. Almost all the Japanese in Auburn protested strongly against it because they wished to preserve a good relationship between white labor unions and the Japanese society there. Their appeal to the United Northwest Japanese Association in Seattle was, however, practically rejected by its executives. In 1924, U. S. Congress passed the Japanese Exclusion Act. Newspapers in Seattle, the Seattle Times, the Seattle Post-Intelligencer and the Seattle Star welcomed the decision of the Congress. Only the Seattle Union Record, the organ of the Seattle Central Labor Council, was critical to the Exclusion Act and sympathetic to the Japanese in Seattle. The policy of the Union Record was, however, not supported unanimously by a large majority of the organized labor in those days. The influence of conservatives was becoming stronger in the Washington State labor movement. They had bad feeling on Japanese immigrants and were critical against the policy of Harry Ault, the editor ofthe Union Record.

抄録 By the order of the United States Government, Japanese and Japanese Americans were removed from the Pacific Coast early in the World War II. When the victory of allies became not so far away, therefore, the return of evacuated people to their former homes turned up as the problem. Many groups began their activities for and against the return of Japanese and Japanese Americans to the Pacific States. The purpose of this note is to analyze the activities of some of these organizations, especially in Seattle. One of the organizations that helped the peaceful return of Japanese to Seattle was the Civic Unity Committee. It was established in February 1944 by Seattle Mayor William F. Devin to alleviate the racial tensions. The Seattle Times, which had supported the removal of Japanese from the Seattle early in the war, cooperated the CUC and helped the return of Japanese in its editorials and articles. The articles that emphasized the activities of Nisei soldiers who were fighting in Europe were especially effective. Some labor unions and councils that affiliated to the American Federation of Labor opposed to the return of Japanese to Seattle. The antagonistic campaign by the Teamsters, which was led by Dave Beck, was especially serious and harmful for the successful return of Japanese. The unions and councils that belonged to the Congress of Industrial Organizations, on the other hand, supported the return ofJapanese to the Pacific Coast. The International Longshoremen's and Warehousemen's Union, which was led by Harry Bridges, suspended the Stockton Unit of Local 6 when some leaders of the unit refused to work with returned Japanese.

抄録 The relationship between the labor unions and Japanese Americans in Seattle improved much after the Seattle General Strike of 1919. Few unions, however, admitted Japanese workers as the regular members even in Seattle. One of the notable exception is the Local No.81 of the Butchers Union. It decided to organize the meat and fish shops managed by Japanese at the meeting of March 15, 1921 and asked the cooperation of Japanese Association of North America. The year 1921 is the critical year for the Japanese in Seattle. Anti-Japanese organizations were very active and many bills which would regulate economic activities of Japanese were introduced to the State legislature and the city council. Japanese Association, therefore, feared to lose the friendship of labor unions and persuaded the Japanese meat and fish shops to accept the proposal of th Local No.81. Soon Japanese shops were organized. Japanese butchers organized the Branch No.2 of the Local No81 and even began to send a delegate to the Central Labor Council of Seattle which was the center of the labor movement in Seattle in those days.
